When is a meeting a "meeting"?

Municipal councils may act only by resolution or bylaw passed at a duly constituted meeting. The draft Council and Council Committee Meetings (Ministerial) Regulation defines a “meeting” as including an organizational meeting, a regular council meeting or a special council meeting (as defined in the Municipal Government Act). Does this help?

Sent a note to the province to ask for clarity. But anyone been around city politics longer than me and have a view on this? #yegcc
