Municipal councils may act only by resolution or bylaw passed at a duly constituted meeting. The draft Council and Council Committee Meetings (Ministerial) Regulation defines a “meeting” as including an organizational meeting, a regular council meeting or a special council meeting (as defined in the Municipal Government Act).
